The Comprehensive Economic Stimulus Plan
Create Jobs while Combating Global Climate Change and Fighting Terrorism
Invest Government Funds in Renewable 'Green Technologies.'
New and emerging 'Green Technologies,' such as wind and solar power, will be further developed and deployed to supply 100% of the energy demand of the United States by 2050, thus declaring an Energy Independance.
Requiring car companies to sell 70% of their cars with hydrogen fuel cells by 2040, greatly lowering the demand for oil and generating an economic crises for terrorist organizations which rely on oil profits.
Increasing the miles-per-gallon to 60 miles-per-gallon by 2035, nearly halving the demand for oil, meaning terrorist organizations will receive fewer funds.
Funding startups and the retooling of American manufacturing plants to create places where the equipment necessary for 'Green Technologies' can be produced (i.e. solar panels, wind turbines, hydrogen cars). Thus, generating thousands of new jobs in all sectors of the American economy.

Education
Implementing a Major Overhaul at the Department of Education
Pass legislation to form a new branch of the Department of Education which creates three rigorous National Teacher tests. These tests will be based on recommendations from the Departments of Education in the highest achieving states (New York, Massachussetts) and top tier colleges and universities.
Require the three National Teacher Tests to be divided depending on degree achieved (i.e. one test will be for teachers with Bachelors' degrees (Basic), one for teachers with Masters' degrees (Advanced), and another for teachers with Doctorates(Superior)).
Implement a National Rewards System giving any public teacher which takes and passes the Basic National Teacher Test a Federally funded suppliment to their state pay, a teacher with a Masters who passes the Advanced National Teacher Test a Federally funded suppliment larger than that of the Basic, and a teacher with a Doctorate who passes the Superior National Teacher Test a Federally funded suppliment larger than the other two suppliments.
Ensure that the three National Teacher Tests are reviewed every year and rigorous enough to ensure that teachers who pass are comparable to those in the top performing countries in education.
